ABSTRACT
This research analyzed the role of student organizations as a decisive power in the educational management of the Paria Territorial Polytechnic University “Luis Mariano Rivera” in Carúpano, Sucre State, Venezuela. Based on the socio-critical paradigm and the qualitative approach, the dialectical-interpretive method was used to understand the dynamics between formal governance and the real praxis of co-governance. Data collection was carried out through in-depth interviews with administrative authorities, student leaders, and rank-and-file students, supplemented by participant observation recorded in notebooks and document analysis. The data was processed using open, axial, and selective coding, applying a multi-point hermeneutic triangulation method. The findings reveal a significant procedural asymmetry within the Governing Council, where student votes are a minority and subject to oversight. Faced with this limitation, the student sector employs emerging strategies, hallway assemblies, and collective action repertoires to exercise de facto veto power and redirect budget allocations toward the sustainability of socio-academic services (cafeteria, transportation). It is concluded that the student movement acts as a de facto co-manager of budgetary governance. As a fundamental contribution, the theoretical stance of Dialogical-Emancipatory Educational Management and Factual University Co-Management emerges, articulated under the premises of interpellative praxis (Freire), organizational recursivity (Morin), and the strategic negotiation of resources (Chiavenato).
