<\/span>practica y su<br \/>\nesencia socio-comunitaria como alternativa de transformadora de los fines y<br \/>\nobjetivos del citado estudio. Las vertientes<span>&nbsp;<br \/>\n<\/span>te\u00f3ricas<span>&nbsp; <\/span>o<span>&nbsp; <\/span>fundamentos referenciales<span>&nbsp; <\/span>se<span>&nbsp;<br \/>\n<\/span>centran en<span>&nbsp; <\/span>precisar <\/span><span style=\"font-size: 12.0pt\"><span>&nbsp;<\/span>las estrategias o lineamientos<span>&nbsp; <\/span>para la ejecuci\u00f3n de los proyectos socio integradores,<span>&nbsp; <\/span>correlaci\u00f3nados<span>&nbsp;&nbsp; <\/span>con las necesidades<span>&nbsp; <\/span>socio-comunitarias y<span>&nbsp; <\/span>socio-productivas,<span>&nbsp; <\/span>de corte organizacional, vinculado con las<br \/>\nfunciones de los entes<span>&nbsp;<br \/>\n<\/span>institucionales<span>&nbsp; <\/span>representando<br \/>\nacciones hacia la<span>&nbsp;&nbsp; <\/span>investigaci\u00f3n<br \/>\nno-experimental, con tendencia a la integraci\u00f3n institucional y<br \/>\norganizativa<span>&nbsp; <\/span>de la nombra<br \/>\ninstituci\u00f3n.<span>&nbsp; <\/span>En la<span>&nbsp; <\/span>parte<span>&nbsp;<br \/>\n<\/span>Metodol\u00f3gica<span>&nbsp; <\/span>la<span>&nbsp; <\/span>investigaci\u00f3n, se<span>&nbsp; <\/span>basa en la Investigaci\u00f3n Acci\u00f3n<br \/>\nParticipativa, su dise\u00f1o es de campo, de tipo explicativo y anal\u00edtico donde su<br \/>\npoblaci\u00f3n son las diez secciones<span>&nbsp; <\/span>con<br \/>\nsus<span>&nbsp; <\/span>integrantes, un grupo de<br \/>\ndocentes,<span>&nbsp; <\/span>los<span>&nbsp; <\/span>cuales<span>&nbsp;<br \/>\n<\/span>representan un promedio de<span>&nbsp; <\/span>67<br \/>\npersonas, con base a una muestra<span>&nbsp;<br \/>\n<\/span>intencional<span>&nbsp; <\/span>no<span>&nbsp; <\/span>probabil\u00edstica. <\/span>P\u00e1g. 8), en<span>&nbsp; <\/span>el<span>&nbsp;<br \/>\n<\/span>cosmo de la realidad sist\u00e9mica de las universidades citadas. Esta<br \/>\naseveraci\u00f3n <span>&nbsp;<\/span>representa, el nivel de comprensi\u00f3n<br \/>\ndialectico socio-educativo<span>&nbsp; <\/span>en el cual<br \/>\nest\u00e1n inmersos las Universidades Latinoamericanas, que<span>&nbsp; <\/span>buscan la redimension de los mecanismos de<br \/>\nproductividad de la econom\u00eda, la<span>&nbsp;<br \/>\n<\/span>cual<span>&nbsp; <\/span>presenta<span>&nbsp; <\/span>deficiencias de avance<span>&nbsp; <\/span>socio-tecnol\u00f3gico y educativo en cada<span>&nbsp; <\/span>una<span>&nbsp;<br \/>\n<\/span>de<span>&nbsp; <\/span>las<span>&nbsp; <\/span>comunidades<span>&nbsp;<br \/>\n<\/span>de los<span>&nbsp; <\/span>\u00e1mbitos<span>&nbsp; <\/span>nombrados.<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">A<br \/>\nra\u00edz de ello, los<span>&nbsp; <\/span>distintos<span>&nbsp; <\/span>Estados<span>&nbsp;<br \/>\n<\/span>Latinoamericanos y Caribe\u00f1os, median el redise\u00f1o de articuladas acciones<span>&nbsp; <\/span>formativas y educativas<span>&nbsp; <\/span>con los sistemas de capacitaci\u00f3n<br \/>\nuniversitaria buscan re-canalizar los programas y planes, integracionistas de<br \/>\ncorte socio-comunitario de los contextos expuestos.<span>&nbsp; <\/span>Dichos factores de \u00edndole social, patrio y<br \/>\neducativo buscan precisar la<span>&nbsp; <\/span>pertinencia<br \/>\ncomunitaria <span>&nbsp;<\/span>de la instituci\u00f3n, criterio<br \/>\norganizativo e institucional complejo,<span>&nbsp; <\/span>que<br \/>\nse mide por el impacto social que \u00e9sta genera, consider\u00e1ndolo como dice Aguila<br \/>\nCabrera (2005. P\u00e1g. 5)<span>&nbsp; <\/span>\u201ces el c\u00famulo de<br \/>\nrepercusiones y transformaciones de sentido que produce objetivamente la<br \/>\ninstituci\u00f3n en la sociedad de su entorno\u201d, agentes din\u00e1micos<span>&nbsp; <\/span>direccionales de<span>&nbsp; <\/span>las<span>&nbsp;<br \/>\n<\/span>necesidades<span>&nbsp; <\/span>de<span>&nbsp; <\/span>avance<span>&nbsp;<br \/>\n<\/span>de<span>&nbsp; <\/span>las universidades y<br \/>\ncomunidades<span>&nbsp; <\/span>de<span>&nbsp; <\/span>la<span>&nbsp;<br \/>\n<\/span>realidad geo-espacial<span>&nbsp; <\/span>expuesta.<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">Las<span>&nbsp; <\/span>Universidades<span>&nbsp;<br \/>\n<\/span>de Am\u00e9rica Latina y<span>&nbsp; <\/span>el<span>&nbsp; <\/span>Caribe, como<span>&nbsp;<br \/>\n<\/span>las de Brasil, Colombia, Chile, Ecuador, Per\u00fa, de<span>&nbsp; <\/span>Rep\u00fablica<span>&nbsp;<br \/>\n<\/span>Dominicana, Nicaragua y Cuba,<span>&nbsp; <\/span>por<br \/>\nejemplo,<span>&nbsp; <\/span>est\u00e1n buscando opciones<span>&nbsp; <\/span>estrat\u00e9gicas emergentes institucionales<br \/>\nintegracionista mediante <span>&nbsp;<\/span>el re-dise\u00f1o<br \/>\ncurricular aplicativo<span>&nbsp; <\/span>constante<span>&nbsp; <\/span>de programas y planes, correlacionadas<span>&nbsp; <\/span>con organismos<span>&nbsp; <\/span>sociales y comunitarios, con el<span>&nbsp; <\/span>firme<span>&nbsp;<br \/>\n<\/span>prop\u00f3sito<span>&nbsp; <\/span>de re-impulsar<span>&nbsp; <\/span>las limitadas opciones<span>&nbsp; <\/span>socio-productivas<span>&nbsp; <\/span>y econ\u00f3micas<span>&nbsp;<br \/>\n<\/span>de<span>&nbsp; <\/span>las<span>&nbsp; <\/span>contextualidades comunitarias<span>&nbsp; <\/span>descritas<span>&nbsp;<br \/>\n<\/span>de<span>&nbsp; <\/span>contexto<span>&nbsp; <\/span>expuesto, para satisfacer las<span>&nbsp; <\/span>necesidades<span>&nbsp;<br \/>\n<\/span>de<span>&nbsp; <\/span>los<span>&nbsp; <\/span>sujetos<span>&nbsp;<br \/>\n<\/span>societales.<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">Por<br \/>\nsu parte, en Venezuela, desde los a\u00f1os 90 en su<span>&nbsp;<br \/>\n<\/span>proyecci\u00f3n hacia<span>&nbsp; <\/span>el<span>&nbsp; <\/span>dos<span>&nbsp;<br \/>\n<\/span>mil, viene abordando<span>&nbsp; <\/span>el tema de<br \/>\nla transformaci\u00f3n universitaria en lo pol\u00edtico, social, cultural, ideol\u00f3gico,<br \/>\necon\u00f3mico, educativo, entre otros contextos.<span>&nbsp;<br \/>\n<\/span>Donde<span>&nbsp; <\/span>el abordaje y primeras<br \/>\npr\u00e1cticas de transformaci\u00f3n universitaria<span>&nbsp;<br \/>\n<\/span>surgieron en las universidades Nacionales<span>&nbsp; <\/span>Aut\u00f3nomas<span>&nbsp;<br \/>\n<\/span>y luego en los Colegios Universitarios e Instituciones<span>&nbsp; <\/span>Universitarios de Tecnolog\u00edas del Pa\u00eds. Los<br \/>\ncambios<span>&nbsp; <\/span>se<span>&nbsp; <\/span>daban<span>&nbsp;<br \/>\n<\/span>en una<span>&nbsp; <\/span>primera<span>&nbsp; <\/span>instancia<span>&nbsp;<br \/>\n<\/span>hacia lo interno, curricular, educativo, formativo y cient\u00edfico,<br \/>\ndestacando los ajustes al curr\u00edculo por competencia enmarcado<span>&nbsp; <\/span>en la aplicaci\u00f3n de acciones<span>&nbsp; <\/span>de<span>&nbsp;<br \/>\n<\/span>limitado<span>&nbsp; <\/span>impacto y articulaci\u00f3n<br \/>\ncon los planes y programas de desarrollo de<span>&nbsp;<br \/>\n<\/span>las diversas comunidades y entornos sociales<span>&nbsp; <\/span>de<span>&nbsp;<br \/>\n<\/span>la<span>&nbsp; <\/span>coyuntura expuesta. <\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">Asimismo,<br \/>\nla transformaci\u00f3n universitaria, con su axioma y din\u00e1mica interna<span>&nbsp; <\/span>y hol\u00edstica viene dada por la necesidad de potenciar<br \/>\ny generar un proceso de evoluci\u00f3n<span>&nbsp; <\/span>permanente<br \/>\nen el pa\u00eds en las \u00e1reas: t\u00e9cnicas, cient\u00edficas, tecnol\u00f3gicas,<br \/>\nsocio-productivas, humanista, entre otras, con la finalidad de mejorar la<br \/>\ncalidad educativa y su aplicabilidad en programas reales. Donde<span>&nbsp; <\/span>los actores<span>&nbsp;<br \/>\n<\/span>gerenciales, administrativos<span>&nbsp; <\/span>y<br \/>\neducativos de los entes de formaci\u00f3n profesional y universitario, laboren y<br \/>\nplanifiquen<span>&nbsp; <\/span>estudios<span>&nbsp; <\/span>con incidencia proyectiva<span>&nbsp; <\/span>hacia<span>&nbsp;<br \/>\n<\/span>las realidades sociales<span>&nbsp; <\/span>y<span>&nbsp; <\/span>sus<span>&nbsp;<br \/>\n<\/span>estructuras<span>&nbsp; <\/span>conformantes<br \/>\nll\u00e1mense<span>&nbsp; <\/span>O.N.Gs, organizaciones<span>&nbsp; <\/span>civiles, organizaciones,<br \/>\nsocio-comunitarias,<span>&nbsp; <\/span>socio-culturales<br \/>\nentre otras.<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">Debido<span>&nbsp; <\/span>a<span>&nbsp; <\/span>lo<br \/>\nprecitado, los<span>&nbsp; <\/span>aspectos<span>&nbsp; <\/span>vinculados a<span>&nbsp;<br \/>\n<\/span>la realidad<span>&nbsp; <\/span>funcional<span>&nbsp; <\/span>y formativa<span>&nbsp;<br \/>\n<\/span>de<span>&nbsp; <\/span>corte<span>&nbsp; <\/span>universitario, como<span>&nbsp; <\/span>los <span>&nbsp;<\/span>programas<span>&nbsp;<br \/>\n<\/span>de<span>&nbsp; <\/span>inclusi\u00f3n societal, destacan a<br \/>\nconsiderar, que en<span>&nbsp; <\/span>los \u00faltimos a\u00f1os,<br \/>\n(1980-2010), en la educaci\u00f3n universitaria Venezolana se ha incrementado el<br \/>\ningreso de estudiantes, se ha elevado la garant\u00eda del derecho a la educaci\u00f3n de<br \/>\nlos ind\u00edgenas, de las personas con discapacidad, de los privados de libertad,<br \/>\nincremento de becas, creaci\u00f3n de nuevas universidades, entre otros proyectos,<br \/>\ntales como: la Misi\u00f3n Sucre y Misi\u00f3n Alma Mater, es<span>&nbsp; <\/span>decir, donde compaginan actores comunitarios<br \/>\ny sociales<span>&nbsp;&nbsp;&nbsp; <\/span>de <span>&nbsp;<\/span>diversa<span>&nbsp;<br \/>\n<\/span>naturaleza<span>&nbsp; <\/span>y heterogeneidad<span>&nbsp; <\/span>estructural<span>&nbsp;<br \/>\n<\/span>debido<span>&nbsp; <\/span>a<span>&nbsp; <\/span>la<span>&nbsp;<br \/>\n<\/span>exposici\u00f3n demogr\u00e1fica, aumento<span>&nbsp;<br \/>\n<\/span>de<span>&nbsp; <\/span>natalidad, e<span>&nbsp; <\/span>implantaci\u00f3n y desarrollo<span>&nbsp; <\/span>de<span>&nbsp;<br \/>\n<\/span>programas<span>&nbsp; <\/span>socio-culturales<span>&nbsp; <\/span>y formativos<span>&nbsp;<br \/>\n<\/span>de<span>&nbsp; <\/span>naturaleza<span>&nbsp; <\/span>profesional<span>&nbsp;<br \/>\n<\/span>y universitaria.<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"background: yellow;font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">Indiscutiblemente<br \/>\nque a pesar de los esfuerzos realizados, por parte del gobierno venezolano, en<br \/>\nla transformaci\u00f3n<span>&nbsp; <\/span>del Sistema Educativo<br \/>\nUniversitario a\u00fan existen<span>&nbsp;&nbsp; <\/span>fallas<br \/>\nestructurales como: Deficiencia presupuestaria, pensum obsoletos,<br \/>\nincumplimiento de abordaje y practica real de proyectos, <span>&nbsp;<\/span>no acorde a las necesidades reales del pa\u00eds, limitadas<br \/>\nopciones<span>&nbsp; <\/span>funcionales<span>&nbsp; <\/span>de<span>&nbsp;<br \/>\n<\/span>algunos<span>&nbsp; <\/span>programas<br \/>\nsocio-educativos, inconstantes beneficios<span>&nbsp;<br \/>\n<\/span>de<span>&nbsp; <\/span>becas<span>&nbsp; <\/span>reales<span>&nbsp;<br \/>\n<\/span>a<span>&nbsp; <\/span>las competencias estudiantiles,<br \/>\nrestricciones<span>&nbsp; <\/span>para programas de <span>&nbsp;<\/span>investigaci\u00f3n, insuficiencias<span>&nbsp; <\/span>para<span>&nbsp;<br \/>\n<\/span>el avance y aplicaci\u00f3n de<span>&nbsp;<br \/>\n<\/span>manuales<span>&nbsp; <\/span>administrativos,<br \/>\ndebilidades para<span>&nbsp; <\/span>la<span>&nbsp; <\/span>producci\u00f3n cient\u00edfica, socio-comunitaria y<br \/>\nproductiva, que incluye vectores que pueden quebrantar en cumplir<span>&nbsp; <\/span>los<span>&nbsp;<br \/>\n<\/span>lineamientos para ejecutar, las<span>&nbsp;<br \/>\n<\/span>normas de la Ley Universitaria conforme con el proceso de transformaci\u00f3n<br \/>\nque se vive, de<span>&nbsp; <\/span>tipo<span>&nbsp; <\/span>societal<span>&nbsp;<br \/>\n<\/span>y comunal.<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"background: lime;font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">De<br \/>\nigual forma, La Misi\u00f3n Alma Mater, que es uno de los <span>&nbsp;<\/span>programas educativo Venezolano, conducente a<br \/>\nla educaci\u00f3n universitaria<span>&nbsp; <\/span>que<br \/>\ncontempla<span>&nbsp; <\/span>la creaci\u00f3n<span>&nbsp; <\/span>de universidades Territoriales, promueve igualmente<br \/>\nla transformaci\u00f3n de los<span>&nbsp; <\/span>Colegios<br \/>\nUniversitarios e Institutos Universitarios de Tecnolog\u00eda en Universidades<br \/>\nPolit\u00e9cnicas. De igual forma, se crean perspectivas socio-educativas,<br \/>\ncomo convenios y acuerdo multisectoriales educativos y de producci\u00f3n de<span>&nbsp; <\/span>distinta naturaleza, con la intensi\u00f3n de<br \/>\narraigar la educaci\u00f3n universitaria en los espacios locales, fortaleciendo las<br \/>\naldeas universitarias a trav\u00e9s de la creaci\u00f3n de redes territoriales y la red<br \/>\nconjunta de las instituciones universitarias<span>&nbsp;<br \/>\n<\/span>vinculadas.<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">Para<br \/>\ntal efecto es que surgen las Universidades Polit\u00e9cnicas<span>&nbsp; <\/span>Territoriales, las cuales son instituciones<br \/>\np\u00fablicas de educaci\u00f3n universitarias constituidas para el desarrollo integral y<br \/>\nsustentable del pa\u00eds. Estas instituciones fortalecen la generaci\u00f3n y la<br \/>\napropiaci\u00f3n social del conocimiento y la vinculaci\u00f3n activa con los proyectos<br \/>\nde desarrollo y comunidades, en funci\u00f3n de las l\u00edneas estrat\u00e9gicas del Proyecto<br \/>\nNacional Sim\u00f3n Bol\u00edvar, fraguadas bajo<span>&nbsp;<br \/>\n<\/span>un nuevo curr\u00edculo<span>&nbsp; <\/span>como lo es el<br \/>\nde acreditaci\u00f3n de saberes. Asimismo, para fortalecer la nueva geopol\u00edtica<br \/>\nnacional y la democracia participativa y protag\u00f3nica, como generalidad<span>&nbsp; <\/span>pol\u00edtica organizativa que<span>&nbsp; <\/span>tiene integralidad accionaria con la acci\u00f3n<br \/>\nformadora de conductas y de directrices humanas de alta competitividad<br \/>\nuniversitaria con opciones sociales como las Unidades de Producci\u00f3n Social y<br \/>\nFamiliar, las Peque\u00f1as y Medianas<span>&nbsp;<br \/>\n<\/span>Empresas, las empresas sociales de Producci\u00f3n por \u00c1reas de desarrollo<br \/>\netc.<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">Atendiendo<br \/>\na estas consideraciones, la Universidad<span>&nbsp;<br \/>\n<\/span>Polit\u00e9cnica Territorial de Paria \u201cLuis Mariano Rivera\u201d, nace de la transformaci\u00f3n<br \/>\ndel<span>&nbsp; <\/span>Instituto<span>&nbsp; <\/span>Universitario de Tecnolog\u00eda \u201cJacinto Navarro<br \/>\nVallenilla\u201d, garantiz\u00e1ndole a la<span>&nbsp;<br \/>\n<\/span>continuidad, permanencia,<span>&nbsp;<br \/>\n<\/span>prosecuci\u00f3n y culminaci\u00f3n de los estudios de los programas y carreras<br \/>\nque cursan los estudiantes<span>&nbsp; <\/span>de esta casa<br \/>\nde estudio. Se analizan<span>&nbsp; <\/span>la analog\u00eda<span>&nbsp; <\/span>de dos<span>&nbsp;<br \/>\n<\/span>estructuras, que<span>&nbsp; <\/span>moldeadas<span>&nbsp; <\/span>por<span>&nbsp;<br \/>\n<\/span>procesos<span>&nbsp; <\/span>hist\u00f3ricos<span>&nbsp; <\/span>se retroalimentan<span>&nbsp; <\/span>para<span>&nbsp;<br \/>\n<\/span>evolucionar<span>&nbsp; <\/span>en una<span>&nbsp; <\/span>nueva<span>&nbsp;<br \/>\n<\/span>organizaci\u00f3n fraguadora de profesionales<span>&nbsp;<br \/>\n<\/span>universitarios con un alto nivel de<span>&nbsp;<br \/>\n<\/span>integraci\u00f3n para ser<span>&nbsp; <\/span>proyectada<span>&nbsp; <\/span>con las necesidades sociales y comunales.<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">De<br \/>\nacuerdo a lo planteado, es evidente entonces, que la Universidad Polit\u00e9cnica<br \/>\nTerritorial de Paria \u201cLuis Mariano Rivera\u201d debe responder a las necesidades que<br \/>\ntienen las diferentes comunidades, con la finalidad de contribuir<span>&nbsp; <\/span>a la soluci\u00f3n de sus problemas, tanto<br \/>\nlocales, regionales como nacionales. Asimismo,<span>&nbsp;<br \/>\n<\/span>generar una sinergia entre los actores del sistema de educaci\u00f3n<br \/>\nuniversitario y las comunidades, permitiendo el desarrollo humano integral como<br \/>\neje para la construcci\u00f3n de una sociedad m\u00e1s justa y acorde a los nuevos<br \/>\ntiempos y realidades, donde se manifieste el dialogo de saberes, por lo que se<br \/>\nconsidera que la educaci\u00f3n universitaria es un factor estrat\u00e9gico para la<br \/>\nsoberan\u00eda nacional, el desarrollo humano integral y sustentable y la unidad de<br \/>\nlos pueblos.<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\"><span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span>Cabe considerar, que los procesos de<br \/>\nintegralidad, promueven la<span>&nbsp;<br \/>\n<\/span>actualidad<span>&nbsp; <\/span>aplicativa y<br \/>\neducativa, de procesos y programas sociales y educativos en las comunidades que<br \/>\nhan adoptado, como forma de organizaci\u00f3n, la figura de los Consejos Comunales,<br \/>\nque seg\u00fan la Ley Org\u00e1nica de los Consejos Comunales<span>&nbsp; <\/span>(2009), en su art\u00edculo n\u00ba, 2 estable: <\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: normal;margin-bottom: .0001pt;margin-bottom: 0cm;margin-left: 42.55pt;margin-right: 30.8pt;margin-top: 0cm;text-align: justify\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt\">&nbsp;<\/span><\/p>\n<p style=\"line-height: normal;margin-bottom: .0001pt;margin-bottom: 0cm;margin-left: 42.55pt;margin-right: 30.8pt;margin-top: 0cm;text-align: justify\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt\">Los Consejos Comunales,<br \/>\nen el marco constitucional de la democracia participativa y protag\u00f3nica, son<br \/>\ninstancias de participaci\u00f3n, articulaci\u00f3n e integraci\u00f3n entre los ciudadanos,<br \/>\nciudadanas y las diversas organizaciones comunitarias, movimientos sociales y<br \/>\npopulares, que permiten al pueblo organizado ejercer el gobierno comunitario y<br \/>\nla gesti\u00f3n directa de las pol\u00edticas p\u00fablicas y proyectos orientados a responder<br \/>\na las necesidades, potencialidades y aspiraciones de las comunidades, en la<br \/>\nconstrucci\u00f3n del nuevo modelo de sociedad socialista de igualdad, equidad y<br \/>\njusticia social. (P\u00e1g. 23)<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: normal;margin-bottom: .0001pt;margin-bottom: 0cm;margin-left: 42.55pt;margin-right: 30.8pt;margin-top: 0cm;text-align: justify\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;margin-left: 0cm;margin-right: 2.45pt;margin-top: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">Este planteamiento<span>&nbsp; <\/span>central <span>&nbsp;<\/span>permiten deducir que los Consejos Comunales<br \/>\nson instancias de participaci\u00f3n popular entre los ciudadanos de diversas<br \/>\norganizaciones comunitarias que permiten al pueblo organizado ejercen el<br \/>\ngobierno comunitario para responder a las necesidades principales de las<br \/>\ncomunidades a trav\u00e9s de los proyectos socio integradores y buscar soluciones<br \/>\npara mejorar la calidad de vida de sus habitantes, sus<span>&nbsp; <\/span>condiciones<span>&nbsp;<br \/>\n<\/span>de<span>&nbsp; <\/span>vida<span>&nbsp; <\/span>y sus<span>&nbsp;<br \/>\n<\/span>ingresos<span>&nbsp; <\/span>socio-econ\u00f3micos<br \/>\n(Producci\u00f3n Pecuaria, Agr\u00edcola, Qu\u00edmicos, Pol\u00edmeros, Gases, Insumos<span>&nbsp; <\/span>M\u00e9dicos, Equipos<span>&nbsp; <\/span>El\u00e9ctricos, Manuales Administrativos<br \/>\nOperativos y Estrat\u00e9gicos)<span>&nbsp; <\/span>etc.<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;margin-left: 0cm;margin-right: 2.45pt;margin-top: 0cm;text-align: justify\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;margin-left: 0cm;margin-right: 2.45pt;margin-top: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">Ahora bien, los<br \/>\nproyectos socio integradores es la instancia inmediata que tienen los<br \/>\nestudiantes y los Consejos Comunales de integrarse para realizar proyectos que<br \/>\nmejoren la calidad de vida de las comunidades. Seg\u00fan el Reglamento de Proyecto<br \/>\nSocio-integrador (2012),<span>&nbsp; <\/span>manifiesta que <span style=\"background: white\">el Proyectos socio integrador es una herramienta<br \/>\npedag\u00f3gica, (Metodolog\u00eda socio-educativa) que permite adquirir y desarrollar<br \/>\nhabilidades y conocimientos mediante la investigaci\u00f3n para la resoluci\u00f3n de<br \/>\nproblemas enmarcado dentro del prop\u00f3sito del <\/span>Programa Nacional de<br \/>\nFormaci\u00f3n (de ahora en adelante PNF)<span style=\"background: white\">, los<br \/>\nlineamientos del Plan de la Naci\u00f3n y las necesidades <span>&nbsp;<\/span>socio-econ\u00f3micas y requerimientos de las<br \/>\ncomunidades.<\/span><\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify\"><span lang=\"ES-VE\" style=\"background: white;font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"background: white;font-size: 12.0pt;line-height: 150%\">El Proyecto Socio Integrador es parte fundamental y<br \/>\nestrat\u00e9gico para la formaci\u00f3n del profesional, por ello est\u00e1 enmarcada en tres<br \/>\nl\u00edneas fundamentales: Formaci\u00f3n, Interacci\u00f3n Social e Investigaci\u00f3n y su<span>&nbsp; <\/span>objetivo<span>&nbsp;<br \/>\n<\/span>es el de fomentar la participaci\u00f3n del estudiante y tutores en proyectos<br \/>\nsociales<span>&nbsp; <\/span>estrechamente relacionados con<br \/>\nel desarrollo end\u00f3geno sustentable y sensible a las necesidades y problemas de<br \/>\nla comunidad, as\u00ed como a los planes de desarrollo de la Naci\u00f3n.<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify\"><span lang=\"ES-VE\" style=\"background: white;font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">Por<br \/>\nsu parte, los coordinadores y docentes del Departamento de Administraci\u00f3n y<br \/>\nestudiantes del III Trayecto del PNFA que all\u00ed hacen vida, desde la creaci\u00f3n de<br \/>\nla <span style=\"background: white\">Universidad Polit\u00e9cnica Territorial de Paria<br \/>\n\u201cLuis Mariano Rivera\u201d, han visto con preocupaci\u00f3n que existe poca vinculaci\u00f3n e<br \/>\nintegraci\u00f3n de esta casa de estudio con las comunidades para llevar a cabo los<br \/>\nProyectos socio-integradores. Igualmente se observa que no existe relaci\u00f3n<br \/>\nalguna entre el Departamento de Administraci\u00f3n y los Consejos Comunales para la<br \/>\nrealizaci\u00f3n del mismo. Donde estos<span>&nbsp;<br \/>\n<\/span>\u00faltimos<span>&nbsp; <\/span>articulen de<span>&nbsp; <\/span>manera<span>&nbsp;<br \/>\n<\/span>creciente<span>&nbsp; <\/span>la<span>&nbsp; <\/span>funci\u00f3n de <span>&nbsp;<\/span>las vocer\u00edas, con fines estrat\u00e9gicos<span>&nbsp; <\/span>de<span>&nbsp;<br \/>\n<\/span>los<span>&nbsp; <\/span>planes regionales<span>&nbsp; <\/span>de<span>&nbsp;<br \/>\n<\/span>desarrollo y<span>&nbsp; <\/span>el plan Macro<span>&nbsp; <\/span>Sim\u00f3n Bol\u00edvar.<\/span><\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"background: white;font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"background: white;font-size: 12.0pt;line-height: 150%\">Dentro<span>&nbsp; <\/span>de<span>&nbsp; <\/span>la<br \/>\nestructura<span>&nbsp; <\/span>funcional<span>&nbsp; <\/span>y acad\u00e9mica, se encuentra<span>&nbsp; <\/span>la<span>&nbsp;&nbsp;<br \/>\n<\/span>vicerrectora acad\u00e9mica, la divisi\u00f3n de Docencia, el Departamento de Administraci\u00f3n<span>&nbsp; <\/span>y los Programas Nacionales de Formaci\u00f3n,<br \/>\narticulados<span>&nbsp; <\/span>con acciones educativas de<br \/>\ncapacitaci\u00f3n profesional universitaria de corte investigativo y la correlaci\u00f3n<br \/>\nde una Comisi\u00f3n<span>&nbsp; <\/span>de Proyecto, tanto<span>&nbsp; <\/span>departamental como general, que tiene sus fines<br \/>\ny metas,<span>&nbsp; <\/span>con el objeto de realizar,<br \/>\nense\u00f1ar y evaluar la elaboraci\u00f3n y aplicabilidad<span>&nbsp; <\/span>de los proyectos socio-integradores, entre<br \/>\notras funciones, y alcances institucionales y socio-comunitarios.<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 35.4pt\"><span lang=\"ES-VE\" style=\"background: white;font-size: 12.0pt;line-height: 150%\">&nbsp;<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify;text-indent: 18.0pt\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\">En<br \/>\neste sentido, los estudiantes del III Trayecto del P.N.F.A para la ejecuci\u00f3n de<br \/>\nlos proyectos socio integradores<span>&nbsp; <\/span>tienen<br \/>\nque dirigirse hacia las organizaciones comunales sin<span>&nbsp; <\/span>apoyo, de ninguna \u00edndole, por parte del<br \/>\nDepartamento de Administraci\u00f3n. De all\u00ed, la necesidad de fortalecer la<br \/>\nvinculaci\u00f3n e integraci\u00f3n entre la<span>&nbsp;&nbsp;<br \/>\n<\/span>Universidad Polit\u00e9cnica Territorial de Paria \u201cLuis Mariano Rivera\u201d y los<br \/>\nConsejos Comunales para lograr la alianza entre ellas, mediante<span>&nbsp; <\/span>acuerdos espec\u00edficos con aspectos<br \/>\nestrat\u00e9gicos, acad\u00e9micos, investigativos, formativos, sociales, cient\u00edficos y<br \/>\nproductivos entre otros.<\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\"><span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/p>\n<p style=\"line-height: 150%;margin-bottom: .0001pt;margin-bottom: 0cm;text-align: justify\"><span lang=\"ES-VE\" style=\"font-size: 12.0pt;line-height: 150%\"><span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span>Es por ello, que el prop\u00f3sito problem\u00e1tico<br \/>\nde este estudio es demostrar la necesidad que tiene el Departamento de<br \/>\nAdministraci\u00f3n de buscar la vinculaci\u00f3n e integraci\u00f3n con los Consejos<br \/>\nComunales para la ejecuci\u00f3n de los Proyectos Socio Integradores que est\u00e1n en<br \/>\ncorrespondencia con las exigencias de las nuevas realidades, a objeto de<br \/>\nbrindar estrategias pedag\u00f3gicas (Mesas de di\u00e1logo, debates grupales,<br \/>\ntrabajos<span>&nbsp; <\/span>de campo, investigaci\u00f3n<br \/>\ndirigida, clases compartidas, etc), precisando debilidades<span>&nbsp; <\/span>program\u00e1ticas, fallas administrativas<span>&nbsp; <\/span>de<span>&nbsp;<br \/>\n<\/span>procesos acad\u00e9micos, <span>&nbsp;<\/span>acciones dirigidas<br \/>\na actualizar <span>&nbsp;<\/span>la relaci\u00f3n<br \/>\nuniversidad-comunidad<span>&nbsp; <\/span>y en consecuencia <span>&nbsp;<\/span>a aumentar la motivaci\u00f3n, acciones<br \/>\ncapacitadoras, actividades investigativas, trabajo en equipo<br \/>\ninter-institucional en la realizaci\u00f3n de los proyectos y por ende contribuir al<br \/>\nmejoramiento de la calidad de vida de las comunidades y de<span>&nbsp;
